James T. Wills, Project Manager - Has been a Manager of Real Estate and Right of Way Services for an Iowa utility company. Has been responsible for all real estate transactions, right of way acquisition, property management, leasing, record keeping and budget performance for the four-state service territory (Iowa, Wisconsin, Minnesota and Illinois). As an effective manager with diverse experience in the electric and gas utility business, Mr. Wills is currently assisting JCG in the expansion of our utility right of way acquisition services. James S. Olson, Managing Right of Way Agent - Extensive Right of Way Management experience working for the Iowa Department of Transportation for forty years. Had the responsibility as the acting Right of Way Director and supervisor, participated as a member on every Project Management Team to review all high damage areas to minimize the cost and still get best project development. Developed the five year Right of Way project budget, established a Right of Way cost estimating process. Instrumental in developing the project and parcel tracking system to insure that all projects would stay on schedule and manage staff.
